That’s a new boss at the North West Legislature

The North West Provincial Legislature has appointed an experienced law man to be an Accounting Officer (Administration). Speaker of the Legislature, Sussana Dantjie has announced that Advocate Lutendo Innocent Netshitumbu has been appointed as the new Accounting Officer (administration). Following the ultimate passing of the then Secretary to the Legislature, the late Mr. Oageng Mosiane in October 2021, Mr. Maphetle Maphetle was appointed on the position as the acting Secretary to the Legislature.

Advocate Netshitumbu’s employment with the Legislature will commence effectively from today – January 2022. Advocate Netshitumbu has more than 20 years of senior management experience, including a decade of strategic development and plan execution at the Eastern Cape Legislature.

Prior to that, Advocate Netshitumbu served as Advocate of the Supreme Court of South Africa. “Advocate Netshitumbu is the right leader for legislature and his extensive in-depth knowledge, understanding, background and business skills should help not only the Legislature but the Sector through strengthening partnerships and development of strategic alliances with both internal and external stakeholders.

“We believe his strong leadership experience will help focus the NWPL during their turn around process and fulfil its Constitutional mandate,” Hon. Dantjie.

Advocate Netshitumbu said he is excited to be joining the legislature. “I believe the legislature has a great business model and talented management team that uniquely positions it to capitalize on the changing times and norms brought about by the Covid 19 pandemic and 4th industrial revolution respectively.

 

“As the Legislative Sector evolves through sectoral restructuring, and technology migrations, I believe the legislature is in a position to provide a cost-effective necessary tool of trade to help Management efficiently manage their networks thus leading to the maximization of their budgets,” said Adv. Netshitumbu.

 

Before joining the NWPL, Advocate Netshitumbu had held positions at various renowned Institutions. He was an Executive Manager – Legal and Procedural Services as of  July 2018, Acting Chief Operations Officer and Operations Officer from March2016 to June 2018,  General Manager Legal Services from June 2013 to February 2015. Acting Chief Parliamentary Officer from January 2012 to October 2012, Legal Advisor in the Eastern Cape Provincial Legislature from May 2003 to June 2013, State Advocate National Prosecuting Authority of South Africa from June 2002 till May 2003, Public Prosecutor of South Africa from June 1998 till June 2002. He was a Senior Admin Officer Legal Services from June 1997 to June 1998 with the Department of Transport in Limpopo Province.

 

Acting positions held includes Chief Parliamentary Officer from January 2012 till September 2012 and February 2015 till May 2018 Chief Operations Officer.

His skills and competencies includes drafting and management of contract, litigation management, strategic leadership, knowledgeable and experienced in Parliamentary practice and the law, a skilled negotiator and a problem solver. He is a self-motivated, result driven team player with strong negotiating and conceptual skills. He possesses good communication, human resources management and presentation skills. A dynamic and innovative with ability to work fasting identification of opportunities and design strategies. Developed expertise in Legislative drafting and interpretation of statutes.  He is skilled at research and gathering of data as well and fast in getting tasks done. He possesses colossal amounts of stamina, therefore durable to work long hours and able to work under extreme tremendous pressure.

 

Advocate Netshitumbu attained a Master Degree in Labour Law with the University of South Africa & a Certificate in Supply Chain Management from the University of Fort Hare. A Certificate in Legislative drafting at the University of Johannesburg. A Master Degree in Criminal and Procedural Law from the University of South Africa. A Bachelor’s degree in Law (LLB HONS) at the University of Venda. Bjuris Degree at the University of Venda.  His attained short courses includes Maintenance Officers Course offered by Pretoria Justice College, Certificate of Participation in a Training Seminar with Justice College of Pretoria, Certificate in Legislative Drafting with Parliament of India, Certificate in Drafting Contracts and Service Level Agreements with  Lwelaphanda Business Intelligence in Midrand Johannesburg, Certificate on Environmental Law offered by Vulindlela  Academy.
